If services are frequent, affordable, and safe, many commuters are willing to switch, especially in densely populated cities.

However, discouraging car use without practical alternatives can create frustration. People in suburban or rural areas may have limited transport options, and some workers need flexible travel at unusual hours. Therefore, restrictions such as congestion charges should be introduced only alongside service improvements and targeted exemptions.
